With the gradual advancement of national energy security and the "the Belt and Road" strategy, Xinjiang has become increasingly prominent in the national energy security by virtue of its resources, location and other advantages. The autonomous region government has explicitly proposed to cultivate and strengthen the industrial cluster of large-scale chemical production and processing based on resource endowment, geographical advantages, and industrial foundation, accelerate the formation of a modern industrial system supported by the "nine major industrial clusters", and accelerate the construction of a national energy and resource strategic guarantee base.
